Franchise vs Business License/Opportunity

What's the difference? To paraphrase the FTC which oversees franchise regulations, a franchise includes 3 elements for which you need 2 to qualify as a franchise.
1. A license to use a trademark or brand.
2. A level of control over the licensee and their operations.
3. Collecting a fee or royalty from the franchisee.

Attorneys specializing in franchise law typically specialize in either representing franchisees or franchisors. I don't claim to be a franchise attorney but would gladly refer you to some I'm familiar with.
